Kairoi Residentials plans for 450 Luxury Mixed-Use Development near Savona Mill in Charlotte, NC – City Update

Kairoi Residential a real estate and developer based in San Antonio, filed a petition with the City of Charlotte on Jan 2. to rezone 6 acres at 650 State St. from industrial to mixed-use development. Tyler Sibley, principal of development with Kairoi Residential, said the project will be about 500,000 square feet with 450 luxury apartments.

A public hearing took place on November 20, 2023. The City of Charlotte staff recommended approval of this petition upon resolution of outstanding issues related to transportation.

  • The petition is consistent with the 2040 Policy Map recommendation for Innovation Mixed-Use place type.
  • The proposed multifamily residential use would complement the range of non-residential uses that have located in the Lower Tuckaseegee Road corridor in recent years.
  • The petition would improve pedestrian mobility and safety along State Street by installing 8’ planting strip and 8’ sidewalk as well as connecting to Stewart Creek Greenway.
  • The petition follows several others in the vicinity in seeking to rezone from manufacturing and logistics districts to districts allowing for residential and/or commercial and office uses.

OUTSTANDING ISSUES
Transportation
1. CDOT requests that the petitioner complete a Comprehensive Transportation Review (CTR) for the
site for multimodal assessment and transportation demand management. As part of this request, the
petitioner shall review and assess the publicly accessible pedestrian network within ¼ mile walking
distance of the site to identify multimodal infrastructure to meet the Tier 3 (14 mitigation points) for
multimodal assessment. As part of this request, the petitioner shall identify site-specific and
development-related ways to reduce single occupant vehicle trips and encourage alternative modes of
transportation to meet the Tier 3 (6 mitigation points) for TDM assessment.

2. Update Conditional note 3.F. and remove portion that states “under this section 3” as some of the
transportation improvements are under other sections such as the streetscape.

Related area news and other developments

The development site is less than a quarter-mile from Portman Holdings’ Savona Mill adaptive-reuse redevelopment, which has been under construction since early 2022 and is slated to deliver this year. Portman teamed up with Alliance Architecture on the Savona Mill Project. Portman Holdings subsidiary Portman Industrial also constructed the  $100M GAF Energy solar panel factory in Georgetown Texas in 2023. 

Kairoi has several other projects under development in the Charlotte area. Construction is underway on a 435-unit multifamily community in the South End that includes 82 townhomes. The project at 3722 S. Tyron St is expected to open to some residents at the end of this year and fully deliver no later than early 2025, Sibley said.

Townhomes and apartments are also planned at 515 Clanton Road, currently home to McLean Additctive disease Center. Sibley said McLean will be leaving the space soon, and construction is expected to begin in the middle of this year.
